President-elect Joe Biden urged lawmakers to quickly pass a second stimulus relief package on Tuesday, saying people and small businesses are in immediate need of federal assistance. During a press conference yesterday, Joe Biden said that “one of the urgent things that needs to be done is people need relief right now: small businesses, people who are about to be evicted from their homes because they can't pay their mortgage, unemployment insurance.” He said a "failure" to provide cash-strapped state and local governments with additional money could lead to layoffs of first responders and firefighters. In addition to this, he said that “he would hope the president at least has the sensitivity and knowledge to know a lot of people are in real trouble right now — between now and the time we get sworn in," and the Trump will pass a bill. The president-elect said both Senate Minority Leader Chuck Schumer and House Speaker Nancy Pelosi "know his views" and indicated he's been communicating with them on economic-relief planning.

Senate Majority Leader Mitch McConnell came out on Tuesday and indicated he supported a package much smaller than Democrats want. He told reporters on Capitol Hill on yesterday that “It seems to him that snag that hung us up for months is still there.” But ultimately he said that he “doesn’t think the current situation demands a multitrillion-dollar package." McConnell also said a stimulus package should resemble the previous plan that Republicans unveiled in September and October, and cited a drop in the unemployment rate to in the latest jobs report. The problem is right now that with Trump losing the election, Democrats fear he has even less political rationale to reach an agreement before he leaves office on January 20th.

Top economists came out yesterday and said that a virus vaccine will not result in an “instant stimulus” to the economy, which still needs greater fiscal support as its recovery loses momentum. Even though markets globally rallied after Pfizer announced on Monday that their vaccine was more than 90% effective in preventing the disease among those with no evidence of prior infection top economists said the US economy still needs more stimulus immediately. Carl Tannenbaum, chief economist at Northern Trust said that “the vaccine news and better-than-expected jobs growth in October are “encouraging” developments for the world’s largest economy — but that doesn’t reduce the need for further economic stimulus.

Republicans controlling the Senate unveiled a government-wide, $ trillion spending bill on Tuesday, a largely bipartisan measure that faces uncertain odds during this period of post-election in Washington. The GOP-drafted measure contains funding for President Donald Trump’s border wall and other provisions opposed by Democrats, but top leaders in both parties want to try to mount a drive to enact the unfinished spending bills — which, along with a separate COVID-19 relief effort and annual defense policy bill, represent the bulk of Capitol Hill’s unfinished business for the year. One of the large portions of the bill that are bipartisan, however are a $696 billion defense budget
